

The challenge was to build a complete brand and digital presence in six weeks – a timeline that typically requires three months minimum. The compression wasn’t a preference. It was a necessity. CCTS was launching against a closing window of federal funding amid active spending cuts. Late meant losing the runway. The work had to be fast, defensible, and built right the first time.
VOLT ran the full 4D Framework on a compressed schedule, protecting the strategic upfront work rather than skipping it. Discovery and Define moved in parallel where possible, with decisions locked at each gate to prevent backtracking later. The visual identity and website were designed against an approved strategic foundation, not in isolation. Speed came from structure, not shortcuts.
CCTS launched on time, under budget, and ahead of schedule, preserving the funding window that made the work necessary in the first place. The brand, identity, voice, and digital presence are now in active use. Post-launch, CCTS has secured funding, established partnerships, and earned public visibility.
